Grounded in History · Powered by Analysis & Strategy · Built for Candidate & Party Accountability
Executive Overview
The Center for Black Analysis, Strategy & Engagement, Inc. (BASE) is an independent, non-partisan 501(c)(3) research and strategy institute. BASE is dedicated to consolidating the African American electoral experience, training emerging leaders, and building permanent structural frameworks for down-ballot governance, rigorous policy analysis, and candidate accountability.
By bridging empirical research with grassroots political history, BASE operates as an institutional anchor—providing the data, strategic intelligence, and structural infrastructure necessary to secure long-term Black political leverage and policy impact.
Our Core Pillars
1. Empirical Research & Data Modeling
We study the historical lessons of Reconstruction and modern independent political movements to develop actionable data models. Our research evaluates demographic shifts, voting patterns, and legislative outcomes to guide effective, community-rooted strategies.
2. Leadership Training & Field Architecture
We equip activists, political technicians, policy architects, and organizers with the analytical tools and operational frameworks needed to build durable political power outside traditional party machinery.
3. Down-Ballot Governance & Candidate Accountability
Lasting political strength is built from the ground up. BASE establishes non-partisan metrics and frameworks to monitor municipal and state-level governance, evaluate candidate compliance, and enforce accountability to community-defined priorities.
Institutional Positioning & Collaboration
BASE is engineered to complement, not replace, established legislative bodies. We work in a collaborative, aspirational alignment with institutional leaders across the Congressional Black Caucus (CBC), the National Black Caucus of State Legislators (NBCSL), and state caucuses nationwide.
By providing independent research, long-term strategic planning, and rigorous accountability metrics, BASE acts as an external strategic asset to support and fortify Black elected officials and legislative advocates.
Leadership & Governance
BASE is led by Founding President & CEO Selwyn Carter, directing an experienced officer corps, policy architects, and field operatives dedicated to preserving movement history while engineering future political infrastructure.
